Maharashtra is the state with the lowest RTI performance in India

A Vigilant Citizens Organization (SNS – Satarak Nagrik Sangathan) released a detailed report in 2022-2023 assessing how well India’s information commissions performed in accordance with the Right to Information (RTI) Act.

According to the study, Maharashtra is the worst performing state with 1,15,524 pending appeals, indicating its poor RTI response.

A committed NGO, SNS seeks to advance accountability and openness in India. In 2023, more research revealed a widespread dilemma across the country, with 3,21,537 appeals and complaints pending across 27 state information commissions – a backlog that is still growing.

Six commissioners, including the Central Information Commission, lack a leader, while some commissions like Jharkhand, Telangana, Mizoram and Tripura are inactive as no Information Commissioner has been chosen to lead them.

With an estimated case processing time of 24 years, the West Bengal State Information Commission has one of the lowest disposal rates, highlighting the significant need for reform in India’s RTI system.
